Early Life and Education of Dhiman Chakma IAS

Born on 15th November 1989, Dhiman hails from Kanchanpur, a remote village in Tripura. He grew up in a humble household — his father a school teacher and his mother a homemaker. Dhiman pursued B.Tech. in Computer Science from the National Institute of Technology (NIT), Agartala.

With limited access to coaching facilities or urban exposure, he overcame several barriers through self-study and consistent hard work.

UPSC Journey and Cadre Allocation

Dhiman Chakma first cleared the UPSC Civil Services Examination in 2019, securing Rank 722, and joined the Indian Forest Service (IFS). He served in Odisha’s Mayurbhanj district as an IFS officer.

Unwilling to settle, Dhiman made another attempt in 2020 and achieved Rank 482, earning a coveted seat in the IAS. He was subsequently allotted the Odisha cadre, officially joining the IAS 2021 batch.

Current Role and Administrative Work

Dhiman was initially posted as Deputy Collector in Dharamgarh, overseeing local governance and development projects in the Kalahandi district. On 22 January 2024, he was promoted to Sub-Collector, Dharamgarh.

His responsibilities include supervision of revenue administration, law and order, public grievance redressal, and rural development schemes.

Recent Controversy

As per recent reports, a complaint was lodged with Odisha Vigilance regarding alleged irregularities during his tenure as Deputy Collector. Authorities are currently investigating the matter. [Note: Final conclusions should await official statements and due legal process.]

Until recently, Chakma served as Deputy Collector in Dharamgarh, a subdivision of Odisha’s Kalahandi district. His administrative duties placed him in charge of local governance and rural development. But according to Odisha Vigilance officials, Chakma used his position to demand illegal payments.

The bribe complaint came from a local businessman who operates a stone crusher unit. The businessman alleged that Chakma threatened to initiate action against his unit unless he paid Rs 20 lakh. When the first Rs 10 lakh installment was delivered, a trap laid by the Vigilance team caught Chakma allegedly accepting the cash. A chemical test confirmed traces of the bribe on his hands and office drawer. What followed was a raid on his residence that yielded Rs 47 lakh in cash. He has been booked under Section 7 of the Prevention of Corruption Act (1988, amended 2018), and an investigation is underway to trace the source of the recovered money and ascertain whether more officials were involved.
