Ch. D Tirumala Rao, a retired IPS officer, was born on 16 January 1965 in Devapuram, located in Guntur district, Andhra Pradesh. He is 60 years old as of 2025. Coming from a family with a public service background, his father worked in the Prohibition and Excise Department.
Tirumala Rao showed academic brilliance from an early age. He studied at the Municipal School in Krishna Nagar till Class V and then continued his schooling at Patibandla Seetharamaiah High School in Lakshmipuram, Guntur. He went on to earn a Master of Science (M.Sc.) in Mathematics from Central University, where he was awarded a gold medal. Subject: Complaint Regarding Misconduct by APSRTC Conductor and Denial of UPI Payment Option
Dear APSRTC Officials / Department of Transport, Government of Andhra Pradesh,
I am G. Rupesh, a resident of Visakhapatnam district. Today, 24th June 2025 at 15:55, I boarded an APSRTC bus from Visakhapatnam RTC Complex to Sheela Nagar, bearing the vehicle number AP31Z0126. I am also attaching the ticket copy for your reference.
To my disappointment, I faced extremely unprofessional and inappropriate behavior from the lady conductor on board. Despite my request to pay the fare via UPI (digital payment), I was categorically denied the option and was told to either pay in cash or get down from the bus. Her tone and conduct were rude, dismissive, and humiliating.
It is disheartening to note that such behavior is being displayed by public service employees. As citizens, we are encouraged by the Government of Andhra Pradesh to adopt digital transactions, and yet the ground-level implementation is far from aligned. This is not the first time I have experienced this issue — UPI payments are often refused without any valid reason, stating only that “UPI is not working.”
I strongly condemn such conduct, especially when it affects the rights and dignity of passengers. Public transport services must not only be accessible but also respectful and in tune with evolving payment norms.
I request the concerned authorities to:
Investigate the incident involving the conductor of bus AP31Z0126.
Take necessary disciplinary action and ensure training on digital payment protocols.
Reinforce APSRTC’s acceptance of UPI/digital payments across all services as per state and central guidelines.
Please treat this as a formal complaint in public interest. I will also be raising this matter with concerned officials via social media for wider awareness and action.

ఈ ప్రయాణంలో ఒక మహిళా కండక్టర్ నాకు అసభ్యంగా, అవమానకరంగా ప్రవర్తించారు. నేను UPI (డిజిటల్ చెల్లింపు) ద్వారా టికెట్ ధర చెల్లించాలనగా, ఆమె అంగీకరించలేదు. ఆమె మాటల్లో తిడుతూ, “క్యాష్లో ఇవ్వలేకపోతే దిగిపోండి” అని చెప్పారు. ఇది నాకు తీవ్ర మనస్తాపాన్ని కలిగించింది.
ప్రభుత్వ ఉద్యోగులు ప్రజలకు సేవ చేయాల్సిన సమయంలో, ఇలా అసభ్యంగా ప్రవర్తించడం చాలా నిరాశాజనకం. ప్రభుత్వం ప్రజలకు డిజిటల్ చెల్లింపులను ప్రోత్సహిస్తూ ముందుకు పోతున్నప్పటికీ, గ్రౌండ్ లెవెల్లో ఇవి అమలవడంలేదు. ఇది నాకు మొదటి అనుభవం కాదు — పలు సందర్భాల్లో UPI చెల్లింపులు “పని చేయడం లేదు” అనే కారణంతో నిరాకరించడం జరుగుతుంది.
కనుక, ఈ ఘటనపై నేను తీవ్రంగా నిరసన వ్యక్తం చేస్తున్నాను. ప్రజలు ప్రయాణించే బస్సుల్లో కనీసం మర్యాద, సాంకేతిక పరిజ్ఞానం ఉండాలని ఆశించాలి.
దయచేసి నేను కింద చెప్పిన అంశాలపై చర్యలు తీసుకోవాలని కోరుతున్నాను:
బస్సు సంఖ్య AP31Z0126 లోని కండక్టర్ ప్రవర్తనపై విచారణ చేయాలి.
డిజిటల్ చెల్లింపులపై అవగాహన కల్పిస్తూ శిక్షణ ఇవ్వాలి.
APSRTC అన్ని సర్వీసుల్లో UPI వంటి డిజిటల్ చెల్లింపుల అంగీకరణను అమలు చేయాలని కోరుతున్నాను.
ఇది ప్రజా ప్రయోజనాన్ని గమనంలో ఉంచుకుని అధికారిక ఫిర్యాదుగా పరిగణించగలరు. త్వరలోనే ఈ విషయాన్ని సామాజిక మాధ్యమాల ద్వారా ప్రభుత్వ అధికారులకు కూడా తెలియజేస్తాను.
