Vadarevu Vinay Chand was born in Andhra Pradesh to Vadrevu Pawan Kishore, an electrical engineer at the Kothagudem Thermal Power Station, and his mother, who later took up employment at the Narla Tatarao Thermal Power Station after the untimely demise of his father. His upbringing was marked by resilience and determination to excel academically.
He pursued his B.Tech in Electrical Engineering from Malaviya National Institute of Technology. To strengthen his understanding of governance and policy, he completed an M.A. in Public Policy from Indira Gandhi National Open University, New Delhi. His thirst for global exposure and advanced economics knowledge led him to Harvard University, Massachusetts, USA, where he earned a Master of Public Administration in International Economics.
